SUMMARY OF THE OVERALL JOB

This position is responsible for supporting the State Manager – Maharashtra / Sr. Program Manager – West & Central in the implementation of Plan India’s state strategies in alignment with the Country Strategic objectives; ensuring delivery of quality programmes through partners in terms of outcomes, impact and compliances; and supporting effective monitoring and evaluation of the programmes in the state. The position is also responsible for ensuring capacity building of the partners through the support of Thematic Technical Advisors, prepare annual budget and facilitate budget monitoring, preparing donor reports and donor visit, coordinating disaster risk management initiatives at the partner level.

KEY FUNCTIONS / RESPONSIBILITIES

STATE STRATEGY & BUDGET MANAGEMENT

  • To support the Sr Program Manager in drafting the state strategy in alignment with the Country Strategic objectives
  • To seek approvals for the programme budgets by the State Manager/ Sr. Programme Manager – Region, as per their authorization limits
  • Prepare annual budget for specific project / programmes and monitor the budget utilisation plan.
  • To take the lead in designing a Policy & Advocacy Plan for the state.

PROGRAMME MANAGEMENT AT THE STATE

Programme Planning, Design and Implementation

  • To support the partner selection process for programmes at the state
  • To support the partners in the implementation of grants projects, grants projects as well as global campaigns, such as “Because I Am A Girl (BIAAG)” in the state and districts
  • To support the State Manager / Sr Program Manager in developing the programme design and metrics for all programmes being implemented in the state
  • To seek support from the Thematic Programme Manager/ Coordinator / Technical Advisor in the state for providing technical assistance, as required for the program
  • To ensure that partners adhere to Plan’s global operating standards and policies in terms of programme implementation in the state, for example, adherence to the Child Protection Policy (CPP)
  • To prepare the Programme Outlines (PO) aligned with the National Programme Outline (NPOs) and which conform to the Child Centred Community Development (CCCD) approach
  • To forward the drafted POs to the State manager for review/ approval
  • To support partners in preparing and finalizing their Annual/ Action Plans and cash flow requirements for programme implementation
  • To troubleshoot any issues/ bottlenecks being faced by partners during programme implementation with the support of the State Manager / Sr Program Manager

Programme Monitoring

  • To conduct monthly/quarterly/half yearly/ annual programme reviews of partners through partnership visits and meetings to ensure effective programme planning, implementation and impact
  • To conduct training needs assessment for partner staff during field monitoring visits or review meetings
  • To ensure that the Programme Cost Ratio is maintained at the stipulated levels
  • To ensure that the programme is being implemented as per the stipulated timelines
  • To prepare reports for documenting the findings of the field monitoring

Capacity Building of Partners

  • To coordinate with the Thematic Programme Managers/ Coordinators for providing the necessary technical guidance & training to all the partners in the state
  • To coordinate for the implementation of other capacity-building initiatives, such as peer learning and sharing of best practices and IEC material, for partners

Monitoring & Evaluation (M&E) Data

  • To ensure compliance with the requirements of the Programme Accountability and Learning System (PALS) in programme implementation
  • To facilitate the collection of M&E data from partners in the stipulated data collection formats
  • To facilitate the capacity building of partners with respect to the data collection in these stipulated formats by the M&E team at the region
  • To incorporate corrective actions in the implementation of programmes based on the results of the M&E studies
  • To incorporate best practices and learning into programmes in the states

NETWORKING & ADVOCACY SUPPORT

  • To provide inputs to the State Manager for undertaking advocacy and lobbying initiatives to ensure visibility of Plan India in the state
  • To share evidences & best practices from the field with the State Manager / Sr Program Manager for representing Plan’s programmes in the state to the Government, Civil Society bodies, etc.
  • FINANCIAL MONITORING

    • To monitor all the financial transactions at the state, such as allocations, disbursements, and cancellations, relating to the state programmes and highlight critical deviations to the State Manager/ Sr Program Manager
    • To verify the budget utilization certificates (UCs) issued by the partners to monitor budget utilization in the states
    • To ensure 100% budget utilization for grant projects
    • To coordinate the stipulated statutory audits/ donor audits at the state

    FUNDRAISING & PROPOSAL DEVELOPMENT

    • To provide programmatic inputs to the State Manager/ Sr Program Manager for the development of new proposals
    • To support the State Manager/ Sr Program Manager in identifying new programme ideas in the state and developing new project proposals to support these ideas
    • To identify potential fundraising opportunities from institutions, state governments and corporates in the state and provide leads to the State Manager/ Sr Program Manager

    DISASTER RISK MANAGEMENT

    • To support the State Manager / Sr Program Manager in conducting an assessment of the security and humanitarian situation in the state
    • To support the Programme Coordinator – DRM in conducting visits to disaster-struck areas to conduct a rapid need assessment
    • To participate in the planning and implementation of relief and long term rehabilitation programmes in the event of a humanitarian disaster
    • To track and develop partners’ capacity in terms of handling and responding to disasters

    EDUCATION AND EXPERIENCE

    • Post Graduate in Development Management
    • 5-8 years of relevant experience

SUMMARY OF THE OVERALL JOB

This position is responsible for providing thematic support to all the programmes being implemented in the region. This includes providing technical support to Sr. Program Manager for programme implementation, support to the M&E manager for monitoring and evaluation, capacity building of the partners and proposal development. This position will also be responsible for supporting the Sr. Programme Manager – Region in Advocacy and lobbying initiatives at the Region.

KEY FUNCTIONS / RESPONSIBILITIES

THEMATIC SUPPORT AT THE REGION

  • With guidance from the line manager, contribute to the thematic plans for the region/state in line with Plan India’s overall Country and Thematic Strategy as well as the state strategies. Consult and seek inputs from the Sr. Technical Advisor / Technical Advisor at ICO and Sr. Programme Manager.
    To track and monitor the achievement of the thematic goals and milestones as per Plan’s Country and Thematic Strategy and ensure periodic reporting to the Sr. Programme Manager – Region and the Senior Technical Advisor/Technical Advisor.
  • To make key statistical information regarding sponsorship and grants projects available to the line manager and to Senior Technical Advisor/Advisor for programming, proposal development and routine reporting use.
  • To facilitate and support a two-way flow of knowledge from the grassroots levels to the district and state level using various approaches: such as dissemination of Plan’s programmes, learnings, best practices at the district and state level and supporting Sr. Technical Advisor / Technical Advisor in national-level events focused on the thematic area
  • To identify possible significant state-level events, possible collaborations/networks or alliances. With guidance from the line manager, develop strategies to ensure Plan’s presence/leadership. Plan and coordinate any significant state-level events/collaborations with the engagement of Senior Technical Advisors/technical advisors.
  • To identify technical capacity building needs of NGO partners and staff and establish mechanisms for any external technical support, in consultation with the Senior Technical Advisors/advisors. To Support regional thematic networks, involving grass-root NGOs, Local government to advocate and disseminate best practices
  • To ensure that the thematic area continues to contribute in an innovative and effective way to the development of programme plans and delivery
  • To ensure that gender and diversity analysis is applied across all levels of programme planning and delivery
  • To build relationships and information sharing with other thematic Managers and with the Senior/Technical Advisors to ensure synergistic efforts to achieve Plan India’s CSP commitments.

PROGRAMME IMPLEMENTATION SUPPORT & MONITORING

  • Provide technical oversight for programme delivery reporting and for monitoring of Plan-supported programs (both sponsorship and Grants projects).
  • Ensure timely and smooth operations and adherence to the quality.
  • To build capacities of the Partners through direct interface, Senior/Technical Advisors or technical partnerships in consultation with Senior Technical Advisor/ Technical advisor, including at times of emergency and recovery periods.
  • In close coordination with the other Technical Managers in the region particularly education, health, nutrition, protection, WASH ensure that programming is integrated across all sectors, providing technical inputs as required.
  • Representation of Plan in the regional and district level meetings/ seminars/ etc
  • Contribute to brief updates and reports on thematic activities/strategies to Sr. Technical Advisor / Technical Advisor
  • To prepare the operational plan and metrics for the projects.
  • To provide technical implementation support (as explained above) to the State Managers/ Sr Program Manager to enable them to effectively deliver programmes and achieve the intended objectives
  • To ensure achievement of programme goals and milestones as well as programme quality through field visits and desk reviews
  • To provide technical input to support the partners in coordination with the State Managers and Senior/Technical advisors in troubleshooting any issues/ bottlenecks during programme implementation
  • Coordinate and facilitate donor and other visitors (govt, board members etc).
  • Provide hand holding support at the field level for the effective implementation of projects.
  • Assess the capacity needs of PU level teams and in consultation with the line manager develop a capacity building plan. Finalize this in consultation with the Sr. Technical Advisor / Technical Advisor for roll out.
  • Support/implement national level initiatives for roll-out of Thematic Strategy and other initiative at partners’ level (Example national level modules such as Stick & Stone training manual, VWSC module etc.)

SUPPORT MONITORING & EVALUATION (M&E)

  • To support the M&E manager at the region in developing systemic processes and metrics for programme monitoring
  • To support the process of knowledge management and learning by designing and supporting evaluations and assessments as well as periodic programme reviews, thereby enabling the implementation team to increase the quality of the programme
  • To support the documentation of implementation experiences at the region and evidences from the field by providing the technical perspective
    Regular documentation of good practices and develop case stories to incorporate in the Annual Reports and in other organizational communication processes (Ex: News Letter)
  • Organizing sharing and reflection sessions with different stakeholders with the support of M & E Manager to share the outcome of monitoring and evaluation
  • To periodically review the M&E results, and develop and implement technical solutions, as required
  • To support the M&E Manager in the creation of Terms of Reference (ToRs) for the selection of third-party agencies for conducting evaluations

PARTNER SELECTION & CAPACITY BUILDING

  • To conduct partner selection by adhering to the established thematic assessment criterion for partners
  • To prepare recommendation notes for finalizing the partners
  • To lead all the technical capacity building initiatives in consultation with Sr. Technical Advisor / Technical Advisor for the partners in the region as per the technical deficiencies identified by the State Managers

ADVOCACY

  • To contribute to the development of Plan India’s policies and advocacy strategies for the thematic area at the region
  • To support the Sr. Programme Manager – Region in the delivery of the advocacy strategy at the /state and communication of Plan India’s stand to various stakeholders , such as the local government, Civil Society Organizations (CSOs), inter agency groups etc.
  • To establish linkages between policy/advocacy and the programmes being implemented at the grassroot level at the region
  • To represent Plan India’s thematic expertise in regional forums and create awareness regarding the orgnization’s work in the thematic area
  • To support government lobbying in state capitals to contribute to the national-level initiatives
  • Assessing regional/state level policy initiatives to identify strengths and gaps to design advocacy goals at state and regional level

PROPOSAL DEVELOPMENT & REPORTS

  • To support grants team in ICO/regional level for developing proposals pertaining to the theme and the region/states and provide both regional and thematic perspective
  • To coordinate with the State Managers and M&E Manager to obtain region-specific data and best practices
  • To develop concept notes on how to improve the quality of the existing programmes in the state
  • To ensure development of donor reports and to share information regarding the active corporates, their program priorities in the state with the line manager for possible partnerships
  • To contribute to the development of the Programme Completion Report (PCR) by providing technical inputs

Young children are fast learners, they adapt new behaviour more easily than adults, once capacitated they can challenge existing practices around them and can also lead to the adaption of new behaviour. SCOPE OF WORK

The Project Manager would be responsible for the overall implementation of the approved project through the local state team. S/he will also have to work in close coordination with the line manager (as mentioned above) as well as the partners and the donor.

Program Planning and Implementation

  • Develop micro-level activity planning for the project in adherence to the larger project design
  • Effective, quality and timely implementation of activities laid down under the Project, develop detailed timeline for the activities
  • Selection of project team members, orientation of project team and other stakeholders on the project
  • Organize the Project activities as per the proposal and under the project deliverables
  • Coordinate with the consultant and get the contents developed for training modules, IEC & communication materials, etc., for the campaign
    Ensure pre and post coverage of the event under the project in consultation with local unit
  • Preparatory work for carrying out activities of the project
    Letter of support/ circular from the concerned department as per requirement
    Ensure quality in workshop and event organized under the project
  • Mobilize stakeholders for active participation in state level interventions
  • Identify gaps in programming areas through field visits and monitoring data and propose workable solutions.
  • Ensure quality control especially during training programs and health camps.

 Liaison and Networking

  • Liaison with officials and stakeholders at State and district level. Coordinate with all the stakeholders like State Govt., administration, Health professional, Health officials, medical officers, local unit and other stakeholders for effective implementation of the project.
  • Liaison with technical consultant agency and communication consultant agency for project implementation
  • Liaison with a research agency to undertake the research study

Program Monitoring and Support

  • Track output of the intervention as per guideline of the program
    Coordinate with different stakeholders for the effective implementation of the project
  • Provide timely feedback for necessary action for effective implementation of the project
  • Maintain a database of people with whom the coordinators have mobilized support locally (both government and private)

Reporting and Documentation

  • Preparation of Monthly report about the progress of the project
  • Documenting project experiences / learning / achievement / activities
  • Respond to project lead for information related to result framework.
  • Responsible for preparing document for district, and state level interventions
  • Monitoring and reporting the performance of the Program and staff to Programme Management Unit at Delhi

Administrative and Financial Functions

  • All reports to be sent to the Senior Technical Advisor based at Plan’s national office in Delhi
  • Ensure transparency and accountability of project funds in project delivery
  • Undertake audits as required
  • Follow up of the effective implementation of proposed interventions.
    Build and manage local partnership to ensure synergies with other actors and see that they are maximized and local resource are effectively leveraged.

Deliverables

  • Monthly report in specified electronic format submitted to the Reporting Manager
  • Monthly progress report will cover the activities performed, and the outcomes against planned activities and indicators, key accomplishments, problems identified and solutions worked/ proposed.
  • Preparation of relevant document of activities specific for effective intervention including all the information with coverage and snaps

EDUCATION AND EXPERIENCE

Applicant must possess graduation in engineering/ statistics with Master’s in Business Administration/ Rural Development / Management or equivalent from a reputed and recognized institute in India or globally accredited equivalent.

  • He/ She must have 4- 5 years of experience of managing large and complex projects, especially on health, nutrition and WASH with national or international development agencies, preferably health and hygiene programmes
  • Experience in managing multi- year projects supported by bilateral or multilateral agency
  • Prior experience in working on CSR projects of corporates desired
    Prior exposure to understanding the result based management of non-profit projects
  • S/he should have capacity to communicate with various player at senior levels and an ability to negotiate in a multicultural environment.
  • S/He should be familiar with techniques of monitoring and evaluation of large programs.
  • S/He will possess good team work abilities and the ability to work well in a multidisciplinary team.

Nutrition India Programme: India has the largest population of under-5 children in the world and contributes nearly 2million under-5 deaths, highest for any nation, globally. A high prevalence of malnutrition contributes to over 50% of child deaths. Malnutrition is India’s silent emergency and among India’s greatest human development challenges, it affects cognitive development, growth, and reduces lifetime learning and earnings. Much of this undernourishment happens during pregnancy and in the first two years of a child’s life and, without appropriate interventions, the damage to brain development and future economic productivity is largely irreversible.

Maharashtra one of the prominent commercial states of India has significantly shown improvement in overall Human Development Index (HDI), in terms of access to education, health, poverty eradication and other development issues. However, one of the biggest challenges that still remains is that of Malnutrition status in the tribal belt of the state. Considering the importance of the first 1,000 days of life, Plan International-India Chapter along with its consortium partners and the donor, Reckitt Benckiser (RB), has launched the Nutrition India Programme. The programme aims to impact the nutritional status of mothers and children in 1000 villages across two underprivileged districts i.e. Nandurbar and Amravati of Maharashtra.

SCOPE OF WORK

Plan India is in the process of hiring a Project Analyst for one of its big initiative on Nutrition. The project analyst is expected to assist in the management of Nutrition India Program. He/she shall coordinate amongst all the stakeholders of the program and prepare all major project deliverables. The scope of the position include the following key areas:

  • Assist in Project Management of donor projects in the area of Nutrition and health
    • Analyze the overall need of the sector (Nutrition) vis a vis organization’s overall portfolio, identify the innovations and best practices (nationally and internationally), and increase the overall portfolio of Nutrition India Programme
    • Work with the Strategic project manager and other project partners to set goals and responsibilities.
    • Demonstrate a basic understanding of the health industry and nutrition sector and be aware of sectoral issues and know-hows
    • Contribute ideas for improvement in the project implementation and designing ideas for implementing new approaches to tackle India’s nutrition challenge

    • Support and continuously assist the Senior Management Team to implement a community based integrated Nutrition project and execute planning, management, reporting and implementation of the project
    • Ensure accurate and timely reporting of activities according to donor, steering and technical committee and adhere to other applicable timeframes and formats
  • Cure and lead research, Concurrent and Impact assessments, analyze (quantitative and qualitative data), document project initiatives as defined in the project plan of work and support preparation of project reports
  • Responsible for delivering highest quality on every task assigned in line with Plan India’s review methodology and the expectations of all the clients on the project

EDUCATION AND EXPERIENCE

  • Master’s degree in Public Health, Engineering, Social Science or related areas with at least 3-5 tears of relevant experience in effective management & progress tacking of a large scale project; Ph.D from IIPS or other reputed institutions would be preferred.
  • Basic understanding of health and nutrition sector and the socio-cultural, economic, cultural or related factors behind the problem.
  • Experience in evidence creation for influencing project and policy by engaging multi-stakeholder processes will be an added advantage.
  • Experience of working with senior stakeholders from Government agencies, international organizations, donor agencies, academic institutions etc.
  • Excellent communication skills, including fluency in written and spoken English and strong interpersonal and advisory skills, preferably conversant with local language (Marathi, Hindi).

JOB DESCRIPTION

We are looking for dedicated and energetic Fundraiser at our Delhi, Mumbai & Hyderabad office as part of our fundraising team. Your job would be to interact with potential donors at public places like corporate offices, Malls, residential complexes, etc. and inspire them to support to maximise resources for Plan India’s programmes to achieve positive change for children.

QUALIFICATION AND EXPERIENCE

You should be a graduate with minimum 1-3 years of experience in any role. You should have good oral & written communication skills in English and Hindi. You should have the ability to talk and build rapport with wide range of people. You should be able to train people on fundraising techniques.

We are looking for dedicated and energetic Telefacing Executive at our Delhi/Hyderabad office as part of our fundraising team. Your job would be to interact with potential donors and warm leads over the call and inspire them to support to maximise resources for Plan India’s programmes to achieve positive change for children.

QUALIFICATION AND EXPERIENCE

You should be a graduate/UG with minimum 0-1 years of experience in tele-calling/ tele-fundraising role. You should have good oral & written communication skills in Telugu, English and Hindi. You should have the ability to talk and listen to people and build rapport with wide range of people.
