Plan India, a nationally registered independent child rights organisation, would like to clarify that the Gender Vulnerability Index (GVI), released recently at the Plan India National Conference in New Delhi on November 1, 2017, by Justice Madan B. Lokur of the Supreme Court of India, is the sole property of Plan India, and has been exclusively developed by Plan India.
We would like to state clearly that the Ministry of Women and Child Development (MWCD), Government of India, as reported by some media agencies, was nowhere involved in either the development of the report or its release. This has also been clarified in a statement issued by the Ministry of Women and Child Development.
The MWCD only collaborated with Plan to extend support for our National Conference on ‘Plan for Every Child – Leave No Girl Behind’, to bring to the forefront issues faced by marginalised girls and deliberate on solutions for their inclusion, access and opportunity.
We developed the Gender Vulnerability Index as part of our national campaign, ‘Plan for Every Child – Leave No Girl Behind’, in an attempt to develop a collective perspective and generate a normative consensus on the status of girls and women in India.
The GVI was developed based purely on secondary data available on public domain such as census 2011 and National Family Health Survey IV. The GVI is a multidimensional composite index comprised of over 170 indicators, and ranks all the states in India across four dimensions of gender vulnerability – Protection, Poverty, Education and Health. The Index has been developed with the aim of being used, first and foremost by Plan India, and by development practitioners, academicians and non-governmental organisations, among others, in addressing issues of gender equality.
